Special Orders 〈英〉特别命令 在上议院用来指那些发生法律效力之前须得到两院赞成决议的行政立法性文件〔statutory instruments〕。上议院设有一个特别命令委员会〔Special Orders Committee〕以审查所有此类规则和命令,并向上议院汇报由此种命令而产生的原则、政策和先例方面的问题。所要求的决议须待特别命令委员会对该待决的特别命令作出汇报之后才可在上议院被提出。

special procedure orders 〈英〉特别程序命令 英国委任立法〔delegated legislation〕的形式之一,由政府大臣根据授权法明确授权,依照特别议会程序〔special parliamentary procedure〕所制定的命令组成。根据1945年和1965年的《法定命令(特别程序)法》〔Statutory Orders (Special Procedure) Act〕规定,在进行地方调查后,此项命令必须提交议会,并可提出废除或修正该命令的申请。如果命令得到批准,命令开始生效,否则命令不发生效力,除非按《公法法案》〔Public Bill〕的程序加以确认。特别程序令现已大量取代了临时命令〔provisional orders〕,主要用于向地方当局授权。强制购买土地,在某些情况下(如地方当局或国家信托机构所有的土地)必须用特别程序命令才能实现。
